Hoodland Emergency
Communication Network
Who We Are and What’s the Plan?
Supported by Hoodland Fire, the Hoodland Community Planning Organization (CPO), and the Mt Hood Corridor Wildfire Partnership, the Hoodland Emergency Communication Network (HECN) is a group of residents committed to building communications resiliency in the Mt. Hood Corridor. Using GMRS (General Mobile Radio Service) radios the group has established communications from Lolo Pass to Brightwood. From Welches to Government Camp. To expand the range of the network they have installed repeaters donated from various sources including Portland General Electric. The repeaters boost both range and clarity.
HECN has taught over 12 GMRS workshops in Welches. We may start workshops again in the Fall, 2025. You do not need a radio to attend a workshop.
If you have a radio, you will need an FCC license $35 for 10 years to speak over the airwaves. It is preferable that you purchase a 5-Watt Radio that is “repeater capable.” If you have questions about your radio, or the preferred specifications for a radio, please contact us via email below.
On June 28th we began framing a standard operating procedure for various types of emergency situations where there is no cell connectivity. Every member of the Network will be included in planning some consistent responses for us all.

To discuss our communication needs, a framework for a basic organization and simple repeatable plans.
Current Draft Document in Progress. Draft 7 7/5/25 7PM.
We will gather all of your ideas, needs, wants, information, questions in how we will provide materials to our members, both electronic and paper, that is most meaningful to them.
The Lake Oswego Fire Department provides a wide range of information for their GMRS Community, however, it may/may not fit for the Mt Hood Corridor needs and challenges.
This is your opportunity to chime in and we would very much appreciate your ideas or statements of need. Thanks to everyone in the Network.
